Successes and failures of 2012 in national experts’ view

The Moldovan authorities in 2012 continued to harmonize the national legislation on human rights to the EU laws, especially as regards anti-discrimination, prevention and combating of torture. There was adopted a plan of action on human rights for 2011-2014, which was supplemented with a number of measures aimed at fulfilling the recommendations made to Moldova within the Universal Periodic Review exercise. There are yet areas where the implemented reforms did not produce the expected results. The findings belong to experts of the Association for Participatory Democracy (ADEPT) and the Analytical Center Expert-Grup, who presented the results of the reforms in the political, legal and economic spheres in 2012 in a news conference on February 7, Info-Prim Neo reports. ADEPT executive director Igor Botan said the inefficiency of the national protection mechanisms, the often careless attitude of the law enforcement bodies and the courts towards the human rights protection prevented the achievement of significant results in ensuring the protection of human rights in 2012. The cases concerning the use of torture and discrimination are examined inappropriately, while the media’s right to access to information is not ensured. Expert-Grup executive director Valeriu Prohnitski said a set of laws and documents important in the European integration process were adopted in economy in 2012, but there are fields where there are many problems. The lack of technical transparency in public procurement, the difficult dialogue between the authorities in charge of polices hamper the strengthening of market regulation institutions. The results of the monitoring were published in No. 26 of the quarterly publication “Euromonitor”, which is available on the websites of the two NGOs.
