“Cheating is a scourge, but students cheat because of the exaggerated importance attached to the diplomas they receive at the end of the session, in order to be admitted to university on state-subsidized places”, thinks municipal education chief Tatiana Nagnibeda-Tverdohleb. According to her, the installation of jamming equipment could have prevented cheating with the use of mobile phones during exams. “There were students with 5 cellphones”, she said during a City Hall meeting. “In 1997, university admission exams were canceled in order to kill off corruption in universities, but the phenomenon moved to lyceums”, said Lilian Carp, head of the Mayor’s Cabinet.
