Strategy for reforming prosecution service ready

The parliamentary group headed by Deputy Head of Parliament Andrian Candu, which included representatives of the Ministry of Justice, the Prosecutor General’s Office, civil society and the academic community, finalized the strategy for reforming the prosecution service, which will be soon debated in Parliament. Afterward, there will be formulated a number of amendments, including to the Constitution. The MPs assured the changes will be adopted during the current session, IPN reports.

The last, tenth meeting of the working group was held on April 2. It was attended by Speaker Igor Corman. “It was a very productive period and I would like to note that the efficiency and quality are due to the people who worked within this group under the aegis of the Prosecutor General’s Office and the Ministry of Justice, and those who were attracted later, including MPs,” said Andrian Candu.

He underlined that they will not stop here. “We are ready to initiate a draft decision for adopting the strategy based on which the second stage will be launched – a new law on the prosecution service and the amendment of the Constitution and adjacent laws,” stated Candu.

Igor Corman called on the MPs to register the initiatives as soon as possible so that they go through all the parliamentary procedures by the end of this session. The bills that will be drafted later, based on the strategy, should be endorsed by the Venice Commission. “I hope this strategy indeed supports the basic objective of transforming the prosecution service into a European one,” he stated.

The strategy envisions a number of changes in the work of the prosecution service, aimed at ensuring greater transparency, more efficient work, higher salaries and greater political independence. The procedure for naming the prosecutor general will be modified, but only after the Constitution is amended. The prosecutor general will be appointed by the head of state, at the suggestion of the Supreme Council of Prosecutors, not by Parliament, at the suggestion of the Speaker, as now, for a seven-year term.
