The stopping of investments made from the budget could cause not only medium-term, but also long-term problems to Moldova because a country that does not invest, does not have a future, consider experts Veaceslav Ionita and Sergiu Gaibu. In a public debate, these said the lack of external financing and budget support put the Government in the situation of surviving as the money is has can cover only the pensions and salaries of budget-funded employees, IPN reports.

“In 2014, about 1,500 different facilities such as nurseries, medical units and schools as well as road sections were repaired or reconstructed. Now nothing is done because there is no money,” stated Veaceslav Ionita.

In parallel, the suppliers that took part in public tender contests to provide goods and services and do works weren’t paid. This caused problems to the businesses and some of them became insolvent.

“It is a harsh blow to the private sector, the small and medium-sized enterprises. And we say that namely this sector lays at the basis of the formation of the middle class, which ensures the viability of any economy and which is absent in our country,” said Sergiu Gaibu.

The participants in the debate noted that the rises in taxes and fines envisioned in the draft fiscal, customs and budget policy for 2016, which was approved by the Government and passed by Parliament in the first reading, are an unfortunate method of dealing with the tightness of budget.

On the other hand, the experts said that the Government didn’t work out and does not possess more or less acceptable instruments for reducing costs, by optimizing the state institutions and the methods of distributing money to activities with value added in the economy for example.

Though the incomes collected into the budget by the State Tax Service and the Customs Service increased, the situation in economy and fiscal and customs administration are yet to be improved.
