Ștefan Gligor – portrait of candidate for mayor of Chisinau

The article forms part of IPN’s information campaign that presents biographical data, information about the incomes and property and professional experience of candidates for mayor general of the municipality of Chisinau.

Ștefan Gligor is contending for the post of mayor general of the municipality of Chisinau on behalf of the Party of Change which he leads.

He was born on May 14, 1982 in the municipality of Chisinau. He graduated from the Faculty of Public International Law of the Moldova Free International University. He also completed Advanced European Studies at the College of Europe in Natolin, Poland. He worked as a coordinator of projects of civil society. In 2004-2005, he worked as a senior consultant at the Information-Analytical Department of the Ministry of Reintegration, while in 2005-2006 – as a senior reviewer of the Information-Analytical and Forecasts Service of the Parliament’s Staff.

In 2007-2008, he served as a local expert in justice, internal affairs and Transnistrian conflict settlement for the TACIS Project “Support to PCA and WTO implementation and EU/Moldova European Neighborhood Policy Action Plan (EN PAP)”. Since 2008 until 2011, he worked as an associate of “Consulting Services Group”/”CR&Partners Consulting”, while since November 2011, he has practiced as a lawyer and headed the law firm “Gligor și Partenerii”.

From January 2016 until present, he has worked as public policy expert. He initiated a number of public discussions and participated in the launch of a number of civic initiatives on issues of national importance. In 2017-2018, he served as programs director at the Policy and Structural Reform Center. Since March 2021, he has managed the Party of Change.

For last year, the candidate declared over 46,000 salaries from the law firm. His wife declared over 45,000 salaries and 116,000 dividends from “Case de Pin” SRL. Ștefan Gligor also declared € 30,000 revenues from the sale of real estate and €7,300 from the sale of a car. In 2018, he acquired half of a lot situated within the built-up areas whose declared value is 1.2 million lei.

The candidate in 2002 bought an apartment of 148 square meters for over 792,000 lei. In 2010, he also purchased an apartment of almost 91 square meters for over 519,000 lei. In 2018, he came into possession of half of a house of 195 square meters for over 1.1 million lei. His wife owns 1/4 of an apartment worth about 85 square meters, worth almost 458,000 lei. The family also declared three cars. A car made in 2012 was purchased in 2019 for 300,000 lei. Another car made in 2015 was bought in 2018 for 450,000 lei. The third car made in 2008 was acquired in 2013 for €8,600. Together with his wife, he also owns shareholdings in a number of limited liability companies and commercial organizations.

“We are that team that, without hesitation and dubious compromises, will defend the public interest,” Ștefan Gligor stated in the event held to launch his election campaign. He urged to unite against corruption and populism. “The municipality of Chisinau more than ever now needs local councilors, municipal councilors and persons who cannot be intimidated, cannot be scared, blackmailed and, what’s more important, cannot be bought. A mayor general of the municipality of Chisinau who cannot be intimidated, blackmailed and, what’s more important, cannot be bought is now needed more than ever,” noted the candidate.

As it was decided by draw, Ștefan Gligor of the Party of Change will be the 27th candidate on the ballot.
