State representatives in commercial institutions receive ‘immorally large’ salaries
The lack of certain provisions that would clearly specify the demands towards the activity of state representatives in businesses, in which the state is a shareholder, towards member of society councils, and towards the enterprises’ executive structures – all have generated excesses in the salaries of the aforementioned. This is the conclusion of the Court of Accounts, reports Info-Prim Neo.
Valentina Madan, department head at the Court of Accounts, mentioned that in the context of presenting her audit report, that the absence of an equitable salary system, correlated to the results obtained by these people in their activity within enterprises, does not stimulate better performance.
In the period between 2008 and 2011, the 19 commercial institutions audited, which are subordinated to public central and municipal authorities, have shown decreases in profits. Some even worked at a loss. The salaries cashed by state representatives in these institutions, by council members and members of executive institution members were fabulous, averaging at €60,000 per person annually. It was determined that some of the states’ representatives to these institutions, albeit being recalled, continued to receive monthly and annual payments, reaching 1.2 million lei within the reference period.
The audit reports proves that there are no performance criteria for the members of commercial institutions’ boards in which the State hold the majority of shares, neither are there any for directors. Some receive “immorally large” salaries and bonuses, says the head of the Court of Accounts Serafim Urecheanu. “The President of the Republic of Moldova, at the salary he has, should work another 30 years to accumulate such sums”, said Urecheanu.
The Court of Accounts recommended the Government to elaborate comprehensive regulations, meant to establish clear relations regarding the State’s representation in JSCs and SOEs. The recommendations also refer to the implementation of a nation-wide database referring to the delegation and exercise of functions by the people that represents the State’s interests in JSCs and SOEs, with the aim of monitoring them, through the development of a system of indicators that would take into account the distribution of annual bonuses.
