For the first time in Moldova, a State Construction Register will be instituted. It will contain data on enterprises active in the field of urban planning and construction. The creation of the Register, which will be managed by the National Technical Surveillance Inspectorate, is provided for in the Urban Planning and Building Code that was given a final reading by Parliament, IPN reports.

The new Code comes to systematize the provisions regarding the stages that are covered to erect a building, from the conception, design, authorization, execution, operation, following of conduct in time, as well as state control in post-use of constructions. With regard to state control, the new Code contains provisions that refer to the purpose of control, facts that represent violations in the field of building quality, authority responsible for state control, method of performing state control, etc.

The draft Code also stipulates the method of using the urban planning certificate and the building/demolition permit. The permit to build in localities will be issued only on the basis of urban planning documentation – worked out, expertized and approved in accordance with the law. Particular exceptions are provided. For rural localities with a population that does not exceed 3,000 inhabitants, the urban planning certificate for design will be issued according to a regulation approved by the Cabinet. This simplified procedure will benefit approximately 679 localities with an estimated 1.5 million inhabitants.
