State cannot efficiently manage properties in Ukraine, hearings

The situation worsens when it goes to Moldova’s properties situated on the territory of another state, namely to the management and control of these assets. In the case of the assets situated in Ukraine, a problem is also the fact that the bilateral agreement on the recognition of these properties wasn’t finished. The issues were discussed in public hearings staged by the Parliament’s commission on economy, budget and finance, IPN reports.

Viorel Popa, of the Public Property Agency, said a considerable part of Moldova’s properties in Ukraine weren’t recognized by Kiev and it is thus difficult to manage and control these assets. In the current conditions, the situation will not change and this generates uncertainty as to Moldova’s possessions in Ukraine.

Speaking about the possessions managed by the State Chancellery, the Government’s secretary general Liliana Iaconi said that three sanatoriums are managed through the state-owned enterprise “Medisan”. The authorities are aware of the major risk that can appear in the case of these possessions that hold major interest. The lots on which they are situated do not belong to Moldova. Of the three sanatoriums, the one situated in Sergheevca is in a deplorable state. When the Soviet Union fell appear, this was a whole complex, but now is only a ruin of the sanatorium “Sănătatea”. The authorities are taking measures not to allow the insolvency procedure to be continued there.

The sanatorium in Truskavets was assessed at 18 million lei, but it wasn’t put up for sale. An audit report revealed a number of problems there. Steps were taken last year to prevent the start of the insolvency procedure there.

The famous sanatorium “Moldova” located in Odessa was sold long ago and Moldova has only a litigious right over this. The Moldovan authorities are in litigation in Ukraine. In December 2019, a state tax of 2 million hryvnias was asked, but this wasn’t paid.

The representative of the Security and Intelligence Service presented information behind closed doors. At the end, the commission asked the representatives of all the state institutions to formulate proposals for remedying the situation within ten days.
