SRL „Kilogrin” obtained the superficies right to a plot of 24.6 ha for building the Central Stadium
In its session on Tuesday, October 17, the Municipal Council of Chisinau accorded the enterprise with foreign capital “Kilogrin” SRL the right of superficies to a plot for a term of 49 years. The company is to build on this plot of 24.6 ha, localized in the Circus zone, the multifunctional sportive complex “Central Stadium”.
MCC approved the contract from august 12 current year, concerning the creation of a right of superficies (the right to property over the edifice, built on the plot of another person and the right to use over the plot), concluded between the Mayoralty of the Chisinau municipality and SRL „Kilogrin”, designated as the investor of projecting and building of the sportive complex by a Government decision.
Councilors allowed the use, with right to superficies for a term of 49 years, of the territory declared of public utility, in the perimeter of T. Vladimirescu str, Calea Orheiului str and Renaşterii bd.
According to the head of the Land department, Nicolae Craciun, the investor will be obliged to pay the utilization tax to the municipal budget only after it recovers its investment. At the same time, it won’t have the right to privatize those more than 24 hectares. At the expiration of the superficies term, according to the legislation in force, the Mayoralty will be able to buy back the construction, mentioned Craciun.
30 councilors present in the session room voted for according the right to superficies over those 24.6 ha. Eduard Smirnov, the head of the Commission for constructions, architecture and land resources of MCC, said that this is the first time when a foreign investor wishes to allocate a substantial sum of money for building of a sportive complex the city needs. “It is a suitable decision, that’s why the commission supported the initiative”, declared Smirnov.
The draft of the decision wasn’t supported just by the councilor representing AMN, Oleg Cernei, who specified that he is not against the investments, but against the game rules imposed by the Government. According to his words, the Executive cannot oblige local authorities, who are the owner of those 24.6 ha of land to sign specific contracts, without organizing auctions.
Although, earlier, councilors insisted that the investor supports all the expenses for the eventual demolitions and evacuations from the zone of the future construction site, according to the last declarations of the interim mayor, Vasile Ursu the expenses will be covered by the municipality. According to Ursu, these could reach the sum of about MDL 10mln, but the sources from the Mayoralty told Info-Prim Neo that expenses will be certainly much more serious. MCC didn’t decide yet whether companies and individuals who hold on lease plots in this zone, will be accorded compensations or will be transmitted for use other plots.
The Mayoralty is to create a commission that will organize, coordinate and supervise the process of expropriation on the territory declared of public utility, in accordance ith the legislation in force.
In the opinion of several municipal officials, the future stadium could host competitions of international status and even an eventual Olympiad.
