Specialists discuss optimization of information accessing procedures

The improvement of the legislative framework and information infrastructure and the diversification of the public services are the major factors that could stimulate the development of the electronic government system, the outgoing Deputy Minister of Information Development Oleg Rotaru said at the international conference “Information and Communications Technology – 2009” that is held in Chisinau on May 19 and 20, Info-Prim Neo reports. During debates, it was proposed reforming the method of accessing the electronic services provided by public institutions. Mihaela Hasan, of the state-owned company Special Telecommunications Center, presented the project of a governmental portal that would allow the users to access all the electronic services provided by the state institutions through a single ‘window’. “The users are different. Some meet difficulties in navigating through all the websites of the ministries to find the service they want. Others do not have time even if they know the computer better. The optimization of the information accessing procedures and the massive promotion of these electronic services by the relevant bodies will significantly contribute to the development of the electronic government,” Hasan said. The first-level electronic mail service was implemented through the Special Telecommunications Center for more than 50 public authorities to exchange official correspondence. There were worked out digital signature mechanisms. The Center issues about 1,000 certificates for digital signature a year. The conference “Information and Communications Technology – 2009” is held as part of the Information and Communications Technology Week taking place in Moldova between May 17 and 23.
