98% of employers presented employment record books for scanning to CNAS

The National House of Social Insurance (CNAS) on December 15, 2018 completed the process of scanning data from employment record books for adding information about the insurance period until January 1, 1999 to the accounts of insured persons. Some 98% of the business entities published in the Official Gazette, which were to present the employment record books to the CNAS for scanning, did this and had the given books returned as planned. 2% of the employees didn’t fulfil the given obligation.

Contacted by IPN, Clara Sorocean, head of the CNAS Individual Taxpayers Supervision Division, said the private individuals whose employers didn’t present their employment record books for scanning as required can present the books themselves at the local office of the CNAS. There is no time limit for doing this. The employment record book is scanned and returned to the person immediately. Under the Government decision, the employers that had the employment record books returned were to hand them over to employees by December 28, 2018.

After they receive the employment record books from employers, the employees are obliged to keep them as the data from this document remain valid and can be used when need be. For example, the employment record books can be used if the person needs to confirm that they have worked in a particular area as this has an impact on the salary. If the employment record book is lost, on retirement the person can present other documents to confirm the insurance period, such as the employment order or the dismissal order.

According to Clara Socrocean, the CNAS scanned the information from employment record books with the aim of filling out the personal social insurance accounts of insured persons so that a pension could be later set for these. The move is aimed at securing the given data. The scanned information will be later read and introduced in the personal account of the insured person. In the account, the person can see the data concerning the contributions paid before and after January 1, 1999.

The information will be read and added to the personal accounts by the end of 2019. The pension could be calculated with the assistance of the online pension calculator. It will also be possible to file an electronic application for setting the pension online, as in the case of e-applications for allowances intended for families with children.

The employment record books are withdrawn from circulation as of this January.
