Soros Foundation-Moldova, TRM Supervisory Board agree on cooperation project

The Soros Foundation-Moldova and the Supervisory Board of the National Public Audiovisual Institution (IPNA) Teleradio-Moldova Company have approved a cooperation project aiming at establishing and strengthening a genuine public audiovisual in Moldova. According to Victoria Miron, mass-media programme director of the Foundation, the cooperation between the SB and Soros-Moldova has been oriented toward several directions, which are considered to be key and which could trigger the mechanism of establishing and strengthening the public audiovisual, in agreement with the spirit of the internal laws and the European recommendations in the field. The project envisages holding a theoretical and practical seminar themed “Priorities for the SB: Establishing the Editorial Policy and Approving the Terms of Reference”, which will be attended by international experts, and managers of the Company of all levels (who are or must be involved in working out the TORs), SB members, and others. The seminar’s goal is to provide theoretical knowledge of how the TORs should be framed and about the interdependence between “the Editorial Policy – TORs - Budget”, as well as to work out a draft of the Terms of Reference. The project also envisages organising public debates, involving all the parties concerned, in order to establish a concrete mechanism to enforce the provisions of the Audiovisual Code (AC), which stipulates acquisitions of production from independent studios. These debates will also be attended by an international expert. The goal of the event is to familiarise the participants with examples of successful experience in the field, with the view to adopting it; to draw up an efficient mechanism to purchase production from independent studios, which is to increase the level of independence and diversity of the IPNA’s programmes and to bring the share of acquisitions up to the level stipulated by the AC (20%). Another direction of activity is to provide expert advice to improve the programme service of IPNA. For this purpose, an expert group will be set up to evaluate for a week, on a quarterly basis, the radio and TV broadcast and to subsequently produce recommendations. Victoria Miron says that by means of the activities mutually agreed upon, the parties intend to enhance the knowledge and skills of the SB members and the Company’s management in diverse directions, including in establishing the editorial policy and framing the Terms of Reference; to get familiar with the practices of the countries experienced in public audiovisual matters and to adopt them; to enhance the professionalism of IPNA’s employees as well as to optimise the organisational chart and broadcasting schedules.
