Some of documents needed to start and develop businesses will be annulled
The Ministry of Economy is inviting companies to submit their opinions and information about the number of authorizations, permits, certificates and other documents needed to start a business by June 15. Afterward, the state regulatory reform commission will analyze the information and decide which of these documents are not needed, Info-Prim Neo reports.
A register of the required documents will be compiled to ensure the transparency of the issuing process. The commission will consider the possibility of reducing the costs incurred by the companies and of authorizing the Licensing Chamber to issue the documents instead of the ministries.
Deputy Prime Minister and Minister of Economy Valeriu Lazar expressed his optimism about the effectiveness of such a move. “The 'guillotine' is now at the first implementation stage. The primary and secondary legislation regulating the entrepreneurial activities were reviewed in 2004 and 2006. The work done produced results. It is true that the regulatory reform has been implemented slower during the last two-three years. The pressure exerted on the companies increased, especially because the inspections grew in number. However, we hope we will succeed. We are supported by the USAID/BIZTAR Project that aims to improve the business environment in Moldova,” Valeriu Lazar said.
Vladislav Caminschi, a representative of the National Employers Confederation of Moldova, voiced hope that a large number of documents needed to start a business will be removed and the number of inspections and control bodies will be reduced.
Ion Lesan, of the Businessmen's Club “Timpul”, said that though working groups consisting of public servants and representatives of the civil society and the business environment were created under the state regulatory reform commission, some of the draft decisions and bills are sent to the Government for approval without these groups' evaluation.
The companies can fill out a questionnaire about the number of documents needed to start a business and the procedure for issuing them on the Ministry of Economy's website.
