Jurists from the Charity Foundation “Solutia”, together with Elena Danu, representative of the Socialist Party to the Municipal Council, have compiled a regulation set that aims at solving issues related to the construction of loft apartments on the capital’s buildings. The regulation bill will be submitted to the State Chancellery today, June 20, Info-Prim Neo reports. Municipal councilor Elena Danu told a press conference on Wednesday that Liberal Oleg Cernei had previously promised to elaborate such a regulatory plan on the building of loft apartments, but more than half a year has passed since and nothing happened. According to the jurists Vasile Bolea and Grigore Novac, the need for such regulation emerged as a result of the citizens’ increasing dissatisfaction with the building of these flats. The regulation stipulates that in order for a loft apartment to be built, one needs the approval of all the residents in the respective residential block. Also, a urban planning certificate is required, along with an expert examination of the block, which should be done by a committee comprised of both representatives of the residents and the City Hall. On another note, the jurists from the Charity Foundation “Solutia” reported that they are working on a draft decision, which will also be submitted to the Municipal Council. It proposes that debts on commodity payments older than 3 years, i.e. before July 1, 2009, be canceled. The jurists claim that such a provision exists in the Civil Rights Code, but many people don’t know about it. Enterprises should have enough employees to collect commodity debts on time. Representatives from “Solutia” added that they sued both the Chisinau City Hall and the Government on several issues. One of them concerns citizens who upon disconnecting from the central heating system still have to pay 20% of the calculated sum to the provider for heating the housing block. The jurists from “Solutia” were appalled by the local and central administration’s conduct, mentioning that the lawyers from the City Hall didn’t even deem it necessary to be present at two of the court hearings.
