Moldova will become a federative state with three components – Moldova, Gagauzia and Transnistria – with Moldova being the central component. This is the solution proposed by the Socialists to the Transnistrian conflict. In a news conference held to present the strategy, the chairman of the Party of Socialists (PSRM) Igor Dodon said the federalization of Moldova does not have an alternative, IPN reports.

According to Igor Dodon, a federal republic means a bicameral parliament formed of the Chamber of the Senate and of the Chamber of Representatives. It also means a common government and a President elected by the entire population. Besides the government that will have federal powers, there will be local governments and legislative bodies, as in Gagauzia. The borders of the federation subjects will be delimited by local referendums held in the districts that will shift from one subject to another. The federal Moldova will have one official language – Moldovan. Russian will be an interethnic communication language.

The leader of the Socialists said the strategy was worked out with the participation of experts from both banks of the Nistru River. “The federation means freedom and diversity, common values and aspirations. If we want to have solid foundations as a state and to be a united as a nation, if we want to play a role in the region and the history, we must be an integral country that keeps its territories and ethnic groups together,” said Igor Dodon.

He added that at the next stage the project will be subject to debates at roundtable meetings. It will be also submitted to all the embassies in Moldova and to the participants in the Transnistrian conflict settlement talks in the 5+2 format.

A plan for federalizing Moldova, known as the Kozak Memorandum or Plan, was proposed 10 years ago by the representative of the Kremlin administration Dmitri Kozak. It wasn’t accepted by Chisinau.
