The Chisinau councilors of the Party of Socialists said the money provided for international projects is not put to good use and the municipality is penalized for non-fulfillment of the obligations on time. Owing to the incompetence of functionaries service on the municipal executive, the accumulation of important sums into the budget is blocked, IPN reports.
Councilor Vitalie Mucan told a news conference that there are a number of projects in Chisinau municipality whose budgets exceed tens of thousands of euros. One of these refers to the rehabilitation of the main arteries. This is implemented with serious deviations, including violations of deadlines. The energy efficiency and thermal renovation project is doomed to failure and the Socialist councils warned about this from the very beginning. For half a year this hasn’t been implemented because not all the necessary documents have been signed and a working group responsible for its implementation hasn’t been set up.
Socialist councilor Yuri Vitneanski said the State Chancellery two years ago made an order by which it instructed that the municipal property should be leased out by tender contests only, not by the decision of the Chisinau Council. Then, the General Division of Economy, Reforms and Property Relations was to work out regulations to comply with this requirement, but this wasn’t done. As a result, the municipality has lost tens of millions of lei a year and the social facilities remain without money for renovation.
The councilors also spoke about the lack of staff in kindergartens, which is invoked by the Division of Education, Youth and Sport. According to them, the Division’s administration should have reported the problem to the Chisinau Council long ago so that solutions could have been identified as a result.
