Social Network, Social Protection Ministry sign Memorandum
A Cooperation Memorandum was signed on Friday by the Social NGOs Network (the Social Network) and the Ministry of Social Protection, Family and Child. According to the document, the cooperation between the two parties involves the continual consultation of the draft laws, reports, strategies and activity plans. A joint working group will formulate a strategy and an action plan for the implementation of the Memorandum.
The ministry took upon itself the responsibility to facilitate the participation of the Social Network in the implementation and the evaluation of strategies of national interest, in the organisation of information campaigns as well as to offer the relevant information about the provision of the decision drafts, bills and regulations. In turn, the NGOs will participate in the formulation, implementation, monitoring and assessment of policies, will contribute to the creation and implementation of new services, estimation of the necessities of the target groups and will formulate proposals for the improvement of the legal framework in the domain.
According to the Memorandum, the parties will organise public debates on the draft laws and an annual Forum for the evaluation of their common activity.
Minister Galina Balmos stated that in certain domains the NGOs anticipated some governmental policies. She exemplified with the development of the alternative social services.
The Chairman of the Social Network Nicolae Besliu asserts that the organisation intended to officialise its relation with the specialised ministry in order to increase the responsibility of both parties.
The Social network is comprised of about 400 Moldovan NGOs.
