Situation of human rights is still a serious problem for Moldova

The report on the situation of human rights in Moldova for 2006, worked out by Promo-Lex Association, shows that the country did not register significant progresses in this respect. According to the document presented at a news conference on Tuesday, August 21, the most concerning situation remains to be reported in the Transnistrian region, controlled by the separatist regime from Tiraspol. President of Promo-Lex Association Ion Manole said that in 2006 “the Moldovan authorities did not undertake any actions to protect the human rights of those 400 thousand citizens living in the region”. Violation of the right to education, right to vote, right to information, right to peaceful assembly, labour rights, right to a fair trial and to property are the most important problems for the residents of the Transnistrian region, 80% of whom are Moldovan citizens. The violation of the right to free movement, included in the report, are related to the application of migration tax at the internal custom houses and confiscation of vehicles registered on the right side of Nistru, harassment of economic entities. The most serious violation of human rights on the right side of Nistru refers to the problem of those 100 thousand former deportees, who were not given back the properties nationalised during the soviet regime. The report says that this situation is due to the inefficient mechanism, created together with the amendments to the Law on the rehabilitation of political victims. In this regard, the executive director of Promo-Lex Association, Alexandru Postica, emphasised that “the majority of deportees are aged persons, 70-80 year-old, and they do not manage to get their properties back”. The study registered serious violations of the Law on access to information. It shows that, although the Law of 2002 is one of the best ones in this field in the entire CIS area, it is in many cases applied inefficiently by the authorities. The authors of the report say that the law which regulates the right to freedom of assembly is imperfect, runs counter to the Constitution and to the international practices. Also, the report shows that the rights of convicts in the prisons of Moldova are not fully respected, especially in what concerns the financing, hygiene and food. Other violations included in the Report on the situation of Human Rights in Moldova 2006 are related to the rights of minorities and women, right to education, access to justice.
