Silvia Radu: I do not make promises, I do things. IPN electoral debate

Silvia Radu, the independent candidate for mayor of Chisinau, said her electoral program contains 11 realistic priorities that can be put into practice in a short period of time. She noted she does not promise, but does things and the projects that were launched during her five months of interim mayoralty serve as an example. The statements were made in the second round of the public debate ”I ask you to elect me mayor because...”, staged by IPN News Agency.

The candidate said she wants the projects she already commenced at the City Hall to be completed and these projects do not have political color. They are projects needed by the people. The people want concrete things and deeds, not words only. The inhabitants of Chisinau want to see better living conditions not in five or ten years, but today. She has managerial skills and knows how the problems in the city can be solved. She cannot promise grandiose things and projects that she will not be able to implement. The people heard too many promises until now and became disappointed.

According to her, time has come to depoliticize the activity at the City Hall and the functionaries should not be named to posts because they are party members, but because they have professional skills. Her program is realistic and is centered on priorities that refer to the pressing problems of Chisinau and to the already launched projects.

Silvia Radu noted the cleanup in Chisinau starts inside the City Hall, by de-politicization and ensuring of professionalism. “I will continue the cleanup at the City Hall. Those who are nonprofessional and count pencils at the City Hall will leave. Only persons who really want to deal with the problems of the city where we live will work at the City Hall. During the last few years, there were employed too many persons who were chosen based on the system of nepotism or political affiliation. The City Hall will have a professional management and no party will be able to influence its decisions,” stated the candidate.

Another point from her electoral program refers to the fighting of corruption the tolerance of which should be zero. The entire procurement process should be made public. Also, the citizens should know how the money is spent and this information should be made public. Chisinau city should be clean, green, with roads and sidewalks of a high quality and with no illegal constructions, while the cleanup campaigns should last not for a day or a month, but should be continuous.

The candidate said a series of projects were already launched. These refer to the replacement of elevators and necessary funds were already identified and allocated. Other priorities refer to the ensuring of public transport, attraction of new financial resources and modernization of the services of the City Hall. The city should become a cultural and sports center and simultaneously should secure support for the suburbs of the municipality.

Silvia Radu said those who analyze the electoral programs will decide who is better and who has the capacity to fulfill their promises. She called on the inhabitants of Chisinau to go to vote and make their choice.

ADEPT executive director Igor Botan, the project’s standing expert said Silvia Radu is the only independent candidate and her advantage is that while holding office of mayor during the past five months, she families herself with the problems existing in Chisinau. The candidate lays emphasis on the administrative quality and leaves aside the political component. She enumerates the problems and also the already launched projects and wants to persuade the people that she is the person of deeds and is a good manager. The new local elections are a prelude to the parliamentary elections and the political component persists. At the same time, analyzing the messages of the candidates, the expert identified five types of candidates in this competition. These are the candidates supported by the pro-European parties, unionist parties and parties that promote the Eurasian idea and the anti-system candidates and candidates who are managers or administrators and lay emphasis in a special way.

The public debate “I ask you to elect me mayor because...” was the 90th installment of the series of debates “Developing political culture through political debates” that are financially supported by the German Foundation “Hanns Seidel”.
