It is not possible to disburse the first installment of the EU macro-financial assistance if the Republic of Moldova does not meet the conditions. Ten conditions were imposed for disbursing the first installment. Three-four of these haven’t been disbursed, said the chairman of the delegation of the European Parliament’s Committee on Budgets Siegfried Muresan, who is in Chisinau on a visit, IPN reports.

According to him, the money will come only when all the conditions are met. “A government that does not fulfill these conditions and that confronts the European Commission is a government that loses confidence. The lost confidence cannot be regained. That’s why it is important for these things to be fulfilled,” said the MEP. According to him, the same mechanism will be applied for the next installments of the macro-financial assistance.

Iulian Groza, director of the Institute for European Policies and Reforms, said that most probably Moldova will get the first installment of the macro-financial assistance. It will be hard for the authorities to implement the conditions, including to ensure a climate where the political conditionality will be respected, with the coming of the parliamentary elections. “The Government’s chance is to meet the first ten conditions, to get the first installment and to make every effort to obtain the second installment by July at the latest. Later it will be hard to obtain a decision from the European Union given that the Republic of Moldova enters the election campaign in September,” stated Iulian Groza.

A 13-member delegation of the European Parliament’s Committee on Foreign Affairs and Committee on Budgets is paying a visit to Moldova during April 3-6. The MEPs are assessing the implementation level of the Association Agreement with the EU and monitoring the efficiency in using the EU financial support provided to Moldova.
