The last year of implementation of the police development strategy for 2016-2020 started with shortcomings – ten subactions (18.9%) of the 53 that were to be implemented by the end of 2019 were overdue. A number of activities of the policy documents could not be implemented in the first half of 2020 owing to the COVID-19 pandemic as the Ministry of Home Affairs and, implicitly, the police centered on the supervision of the observance by the Moldovans of the measures imposed by the Commission for Exceptional Situations of the Republic of Moldova, says the fourth report on the civic monitoring of the police reform presented by the Promo-LEX Association, IPN reports.
According to Promo-LEX experts, public consultations on the new strategic document for developing the police in the immediate period weren’t initiated in the first half of this year and this is worrisome.
The performed analysis shows the degree of implementing the activities planned as part of the police development strategy remained the same as at the end of 2019. No overdue subactions were implemented and these continue to be classed as unfulfilled.
However, in the case of one activity of the policy matrix, the indicator set for 2019 was achieved in the first half of this year. “Taking into account the fact that the female police employees on 1.07.2020 represented 18.14%, the indicator set in the objective to increase the women’s participation in the police for 2019 was achieved in the first half of 2020,” stated Promo-LEX.
The ten subactions that were overdue at the end of 2019, analyzed in the plan for implementing the police development strategy, refer to four of the five strategic objectives, such as the strengthening of the responsibility, efficiency, transparency and professionalism of the police and the equitable, efficient and effective application of the legislation based on human rights in the police activity. Another objective is to strengthen the police’s capacities to fight organized crime, human trafficking, cybercrime and violence, including gender-based crimes, smuggling in drugs and arms, forging and money laundering. Creating a modern police service in accordance with the best EU and international standards and practices is another objective.
Among the overdue subactions are the devising of the Collective Performance Assessment Guidebook, development of the system for assessing individual and career accomplishments, improvement of the activity of the administration board of the General Police Inspectorate (GPI) in the decision-making process, creation of the Council for Coordinating and Monitoring the Foreign Assistance at the GPI so as to strengthen the capacity to absorb the foreign financial assistance, etc.
