The draft Law on compulsory health care insurance funds for 2020 provides for an increase of over 431 million lei planned for hospital healthcare. The funds represent a 11.5% increase compared to the amount approved for the current year. This increase will allow the financial coverage of the treatment of several special program cases, such as cataract operations, big joint prostheses, heart interventions, etc..

According to the National Health Insurance Company, the draft provides for financing of new special programs, namely interventional neuroradiology, cochlear implant in children and treatment of thrombolysis in acute cerebrovascular diseases.

An increase of almost 146 million lei, which is 7% more compared to the 2019 budget, is provided for primary health care. This increase will also cover more compensated drugs. The expenses destined for the compensated medicines were foreseen in the amount of almost 655 million lei, 10% more than the amount approved for the current year.

Financial means are expected to increase by over 216 million lei or 38.5% for specialized outpatient healthcare. The funds will finance several medical devices for monitoring blood glucose in children, additional paid drugs and consumables, early intervention services for children with special needs from birth to the age of three years, developmental disorders and increased risk, the rehabilitation treatment of children with neuro-locomotor disabilities, ophthalmological rehabilitation services for the visually impaired, etc..

According to the bill, the compulsory medical insurance flat premium, as well as the percentage premium from salary and other rewards will remain unchanged. The flat premium will constitute 4 056 lei, which can be purchased at a discount of 50%, 60% and 75% during the first three months of the year. The salary premium remains at 9%, which will be paid by employers and employees in equal installments of 4.5%.
