Energy expert Sergiu Tofilat said that during his tenure as a member of the Supervisory Board of Moldovagaz, between August 2023 and December 2024, he launched a number of initiatives for the benefit of the population and revealed various schemes in the energy sector.
In a news conference hosted by IPN, Sergiu Tofilat said that, together with a colleague, he worked out the concept on the management of third party-owned and ownerless natural gas networks. The draft is to be presented for public consultations. It provides for the inventory of gas pipelines, the evaluation, expropriation or reclaiming of gas pipelines by the state and their inclusion in the economic circuit.
Sergiu Tofilat also noted that he proposed to reduce the salaries of the members of the Supervisory Board. As for the structure, he proposed that the salary should have a fixed part, related to the average salary per company, and two variable parts, which should be related to performance indicators. The proposal, however, was not supported.
The former member of the Supervisory Board of Moldovagaz also referred to the tender contests held by the company and affiliated enterprises, specifying that he revealed schemes to rig them.
Tofilat said that Moldovagaz has an investment budget of 250 million lei for consumables. A number of entrepreneurs told him that the tender contests are organized not exactly correctly and particular economic agents are favored. Following investigations, he came to the conclusion that an intermediary not the official distributor came to the tender contests staged by Modlovagaz. Consequently, the prices were increased. The informative notes in this regard were sent to the SIS,, and the NAER was also informed.
Knowing that Gazprom did not want the president of Modlovagaz to be replaced, Sergiu Tofilat said that he prepared a draft law to appoint temporary external administration. The draft was sent to MP Radu Marian, with the suggestion to be registered and to start public consultations. But there was no political will to do this.
As for his dismissal from the Supervisory Board, he said that this is nothing but revenge.
Sergiu Tofilat added that, according to his observations, some of the employees of Moldovagaz’s branches distribute Russian propaganda. Likewise, he noticed that at least one branch head campaigned for Victoria Furtună. The suggestion, which he continues to insist on, is to change the management of the company and this can be done only through the draft law on external administration.
