Sergiu Litvinenco: We are determined to cancel or terminate the airport concession contract

The Deputy of ACUM Bloc Sergiu Litvinenco, Chairman of the Legal Commission for Appointments and Immunities, argues that the Government is determined to cancel or terminate the contract which provides for the concession of the Chisinau International Airport and to return the property into state ownership. According to him, the Ministry of Justice is currently analysing the contract provisions and looking for a solution to this situation. The statement was made by the politician within the framework of „Punctul pe azi” program on TVR Moldova, IPN reports.

"The created situation is analysed at the Ministry of Justice. A commission analyses all the provisions of this contract that was negotiated and signed to the detriment of the Republic of Moldova. We are looking for provisions that would allow the initiation of a procedure for either cancelling or terminating the contract”, says Sergiu Litvinenco.

According to him, numerous violations have been found in the airport concession contract. "As far as I have been informed, the contract is drawn up in such a manner that would exclude any possibility of being contested. However, the Government is determined to go ahead and take up the procedure of either cancelling or terminating this contract, which obviously is to the detriment of the state,” said the Chairman of the Parliamentary Commission.

The head of the Democratic Party parliamentary group, Dumitru Diacov, says that there must be political will and decisions to take such actions. "It may happen that we could take fine, populist decisions that would please the people, but then we would have to go to court and these trials could take years, and in 4 years when the ruling parties might no longer be in the government, we would still be involved in litigations and the state would have to pay high fines,” says the Democratic MP.

Socialist MP Grigore Novac argues that a dignifying step on the part of the Democratic Party would be to denounce those who were involved in various schemes that led to the alienation of some properties.

At the same time, the Socialist deputy mentioned that in September the three parliamentary inquiry committees will complete their activity and will submit their reports including that on the banking system fraud. "These reports will astound many people," said Grigore Novac.

The operations and management of Chisinau International Airport were transferred to Avia Invest in November 2013, on the basis of a public-private partnership. The concession company committed to managing the airport for 49 years and investing 250 million euros in its modernization.
