The second round of the local elections started with the violation of the electoral legislations, experts of Promo-LEX Association said in a news conference held to present the first election monitoring results, IPN reports.
Promo-LEX programs director Pavel Postica said the first violations were recorded early in the morning. In some settlements, the polling places opened by 3-5 minutes earlier, while in Chisinau some of the places were opened with delay.
There were recorded three cases when the voting booths were placed inappropriately and one case when the ballot boxes were sealed inappropriately. An incident happened in Rosu village of Cahul district, where the stamp used in the first round of voting was used to stamp the loose leaves of the identity cards of 30 voters.
There were also reported two cases of campaigning. At a polling place, one voter showed an identity card with the stamp “voted” already put to an observer. The experts of Promo-LEX consider the voter could have been corrupted.
