SCM president could be elected from among members who are not judges

The president of the Superior Council of Magistracy (SCM) could be also elected from among members who are not judges. This is provided in a legislative proposal that was given a first reading by Parliament, IPN reports.

The informative note to the bill says the ban on electing the president from among members who are not judges can be regarded as a step backward, a regrettable step. The draft law aims to adjust the conception regarding the election of the SCM president to the international standards according to which the election of the CSM president from among law professors is a democratic exercise.

PPPDA MP Dinu Plîngău said in Parliament that proposing a bill that changes the rules of the game during the game when four new members of the SCM are to be elected is something illegal. “We should not hide behind nice words, behind the Venice Commission or other aspects that are invoked. Those who will today vote for this bill will vote for Igor Dodon to be able to name the president of the SCM,” stated the MP.

The bill is to be given a second reading.
