Salaries of civil servants will be increased depending on performance as well

The lawmakers adopted in the second reading a bill on the new method of remunerating public servants. Under the law, the pays of civil servants will be increased when they are promoted to a higher post and depending on their performance, Info-Prim Neo reports. The authors of the bill said the public authorities encounter difficulties in attracting young specialists because of the outdated salary system. “There is a wider difference between the pays of the public servants and those of the employees working in the private sector of the national economy. The salary of a ministry consultant is 1 100 lei a month, while in the real sector this is the minimum possible salary for the unqualified workers such as guards, sweepers and porters,” it is said in the informative note to the law. The new salary system is based on the principle of motivation depending on the evolution of the career, individual professional performance of the public servant and the collective performance of the public authority. In the March 22 sitting of Parliament, Minister of Labor, Social Protection and Family Valentina Buliga said that the given law will contribute to the implementation of a fair, coherent, flexible, clear and transparent salary system based on professional performance that will stimulate the qualified specialists who are highly responsible. The bill was drafted in accordance with the Government’s program “European Integration: Freedom, Democracy, Welfare” for 2011-2014. Until now, the system for remunerating civil servants was regulated by the law on the salary system in the budgetary sector of December 23, 2005.
