The president of the Republic of Moldova, Vladimir Voronin will discuss with his Russian counterpart, Vladimir Putin at a one of his vacation mansions a plan for normalizing the relationship between Moldova and Russia, writes the Russian Kommersant Daily, quoted by Info-Prim Neo. According to the publication, which quotes Russian and Moldovan sources, Voronin leaves for Russia to discuss the plan he handled to Vladimir Putin on July 22. Entitled “The Plan for normalizing Russian-Moldovan relations”, which are stiff after Moldova refused the Russian settlement plan of the Transnistrian dispute, Voronin’s plan is in fact a new one for the settlement of this situation. The quoted source presents several essential points of this plan. Chisinau proposes Moscow to withdraw all peace-keeping troops and munitions from Transnistria, publicizing Moldova’s high appreciation about the Moscow’s peace-keeping actions in the region. Moldova emphasizes the necessity of withdrawing the peace-keeping Russian troops and this way, sources from Chisinau say, Russia could avoid replacing its troops with NATO troops according to an already discussed version. Another stipulation of the plan includes giving a broad autonomy to Transnistria within Moldova. Chisinau would guarantee Tiraspol maximum independence according to the limits of the international practice related to autonomous entities. “Kommersant Daily” writes also that in exchange for Moscow’s agreement, Chisinau is ready to fix in a legal formula the neutrality of the future Moldova reunited with Transnistria, statute stipulated by the Constitution of Moldova. In other words it will renew the engagement of not joining NATO, which must calm the “worries” of Moscow regarding the possibility that NATO installs military bases or troops in the region. At the same time, the Russian publication writes that according to the plan of Voronin Chisinau will offer “a more solid statute” to the Russian language in Moldova and will deal with the rights of Russian citizen on both banks of Nistru. According to the same sources, Chisinau will recognize the right to Russian property over the assets gained by Russia, including in Transnistria and will offer a maximum benefic statute to the Russian capital on the territory of Moldova. Solicited by Info-Prim Neo, the head of the Press Service of the Presidency, Natalia Visanu declared that she does not know about the existence of any plan proposed by the head of state to the Russian president, saying that details about the possible visit of Voronin to Moscow and its aim will be made public in a future press release.
