Ruslan Codreanu: Kindergarten admission fees are not legal

Acting mayor Ruslan Codreanu asked to review the statutes of parents’ associations so that the kindergarten admission fees are mentioned nowhere in these. When a sales slip is issued when paying the admission fee, it looks as if this is something legal, but this is not, IPN reports.

In the ordinary meeting of officials of Chisinau services and divisions, Ruslan Codreanu requested the General Division of Education, Youth and Sport to provide information about the number of parents’ associations whose statutes envision the payment of admission fee and how many associations complied with the previous demands to eliminate this tax.

The Division’s head Rodica Guţu said that 70% of the associations have been assessed and a report will be presented in two weeks. A part of the parents’ associations refused to provide information about the kindergarten admission fee and the monthly tax.

According to Ruslan Codreanu, some of the parents’ associations are headed by persons who have no connection with the kindergarten, if only the fact that they had children there 15-20 years ago. But these continue to collect money without reporting monthly for what purposes. “Dear parents, you have the right not to pay taxes and to ask for information concerning the spending of your money. You can write to me, to the National Anticorruption Center or the Prosecutor’s Office,” stated the acting mayor.

He added the shortage of places in kindergartens now stands at 3,000, but the situation is expected to improve when seven new kindergartens with almost 1,800 places are opened in the course of this year. The parents will thus not need to pay admission fees so as to get a place at the kindergarten.
