Romanian investor Toader Golovatiuc, manager of Theo National Construct, held a press conference on Tuesday, in Chisinau. He accused to have been deceitfully stripped of €3.5 millions by Moldovan businessman Victor Selin, Info-Prim Neo reports. Theo National Construct has been doing business in Moldova since 1993. Toader Golovatiuc says he first met Victor Selin in 2007, when they agreed to associate. The Romanian side engaged to bring in Moldova equipment for road repair and construction. The equipment was to be evaluated and introduced as social capital of Moldovan company Quadro Design Plus, owned by Victor Selin. Later, it changed its name to Tehnorut, then Ecodrum-Construct. “We came from Romania with an investment of over a million euros”, said Toader Golovatiuc. With this equipment, credits of about €1.5 million have been taken, new machinery has been bought and they won the contest to repair Rezina-Orhei road. According to Toader Golovatiuc, initially things went pretty smooth. The repair of Rezina-Orhei road began, but in 2008 Victor Selin started putting pressure and signing false contracts, through which he extracted big sums from the common company. For example, through such a contract, €250,000 was transferred to a Czech company. Later, it came out this was Victor Selin’s firm. “When I found out these things, I had some arguments with him. As a result, I got back €150,000, but the other €100,000 is gone. Besides, there have been loan contracts with Selin’s companies, fake contracts of delivering materials I never saw, all summed up at 2.6 million lei. Periodic transfers were made to other Selin-owned business like “Casa Vinului” and “Sel and C”, which now have a debt of 600,000 lei. This was done while the company paid interest rates of 20% to banks. As a result of loans, withdrawn funds, penalties and unjustified payments, the company lost about 8 million lei”, said the manager of Theo National Construct. As soon as he found out about these infringements, Toader Golovatiuc began legal procedures to recover his money. In 2010, Victor Selin started a process as well, requesting Theo National Construct to be excluded from the shareholders of the common company. “This way, through a doubtful court ruling, the evaluation report of the equipment brought from Romania was annulled and Theo National Construct was excluded from the shareholders. The company returned to its previous structure, before we became members”, said Golovatiuc. The Romanian businessman was surprised that on February 2, the judge (Gheorghe Cretu of the Court of Appeal, Chisinau) ruled in favor of Victor Selin, and ordered immediate execution of the sentence. As a result, Adela Bolboceanu of the State Registration Chamber excluded the Romanian company from the State Registry. Golovatiuc accused Bolboceanu of abuse, claiming the Moldovan legislation stipulated any court ruling should be executed within three months after being published in the gazette. “Victor Selin, together with some other persons, came at the company headquarters. He said he was the chief and we were not allowed there. Because of the guards, we can’t even enter our former offices”, said Toader Golovatiuc. He blamed the police for failing to protect the Romanian partner against the “frauds committed by Victor Selin”. Romanian company’s lawyer, Gheorghe Iudin, explained the rehearing at the Supreme Court of Justice was delayed because the judge of the Court of Appeal had refused to present the motivated ruling and the full file. Only a week later, the Romanian side received the disposal, which had been given to Victor Selin immediately after the process. Based on this document, the employee of the State Registration Chamber excluded the Romanian company from the shareholders of the common firm. “In these circumstances, we reach the conclusion we have been victims of a well-organized attack and state authorities act only in Victor Selin’s interest, neglecting the law”, said Gheorghe Iudin. Businessman Victor Selin is also the head of the Social Democratic Party.
