The financial resources in the health system are not managed efficiently, the Ministry of Health ascertained after assessing the situations in hospitals in May-August 2015, IPN reports.
“The executive posts are more decorative. Instead of having better-paid doctors, we have posts of directors, vice directors and chiefs of all kinds,” acting deputy minister of health Valentina Rotaru told a news conference.
As a result of the inspections, it was determined that the management of medicines is also defective. Thus, some of the drugs are in surplus at hospitals, while others are insufficient. The hospitals have debts to the suppliers. “The Ministry asked the national hospitals to institute mechanisms for monitoring the rational use of the available resources,” stated Valentina Rotaru. According to her, this measure helped reduce hospitals’ debts by 85 million lei.
Within the administrative reform, there were approved new framework regulations for public medical sanitary institutions. The head of the Ministry’s medical personnel management division Alexandru Holostenko said these institutions are to modify their regulations and organograms. He assured that no person will be fired.
Under the new organogram, the Mother and Child Institute will have four vice directors, not eight as now. “This way, about 900 000 lei will be saved. The potential and professionalism of these persons will be further used as they will be offered other jobs,” said the Ministry’s representative.
The creation of censorship commissions under the administration boards is another measure that forms part of the administrative reform at hospitals.
