Representative of civil society seeks liquidation of Integrity Council and National Integrity Authority

Vitalie Palega, civil society’s representative in the Integrity Council, designated by war veterans of the SIS special services, says that the National Integrity Authority (NIA) and also the Integrity Council (IC) are corrupt institutions that are inefficient and useless. In his opinion, the situation can be remedied if the two entities are liquidated and their duties are taken over by the State Tax Service.

In a news conference hosted by IPN, Vitalie Palega said that he fulfilled all the commitments he made before the competition commission that hired him, but fewer or no results were obtained. “From the beginning, I emphasize that the Integrity Council and the National Integrity Authority are corrupt institutions that lack efficiency. They are not proficient and serve only as a nightstick in the interests of impostors,” stated Vitalie Palega.

According to him, the National Integrity Authority and the Integrity Council work separated from the society with whose resources they are maintained. “They went so far as to buy biscuits for amounts of 40,000 lei annually. Not to mention the waste of public money," noted the representative of civil society in the Integrity Council.

Vitalie Palega said that it took a year of efforts and repeated interventions during the Council’s meetings to introduce a simple letterhead sheet into the ordinary circuit, presenting numerous legal arguments regarding the use of the current letterhead. In addition, it took three years for the National Integrity Authority to finally install the coat of arms of the Republic of Moldova in the Council’s meeting room. The process of placing the Council’s symbol on the wall of the NIA building so that citizens know where to go also took three years.

Also, Vitalie Palega accuses the Integrity Council of holding its meetings in secret, without making public the adopted decisions. The deadlines for examining the complaints formulated by the citizens are violated. Even as a member of the IC, he has access to information only on paper, although it would be rational for all the information to be accessible online.

“All of these things, viewed separately and together, impose the conclusion of the existence of a body with a parallel life, an Integrity Council made up of parasitic groups. The situation can be put right by dissolving the NIA and IC, with their liquidation, while the duties should be passed to the State Tax Service, which already receives much more statements than the NIA,” said Vitalie Palega.
