Report on implementation of AA is quantitative, not qualitative, opinions

The report on the execution of the national action plan for implementing the Association Agreement (AA) for 2017-2019 is quantitative, not yet qualitative. The announced implementation rate of 71.56% is exaggerated, said Moldovan commentators who were asked by IPN to assess the report for the last three years that was presented by the Ministry of Foreign Affairs and European Integration last weekend, IPN reports.

Political commentator Ion Tăbârţă said the report is transposition where the goal is for the national legislation to be adopted in accordance with the European standards, but quantity does not mean quality. The figure of 71.56% is optimistic. “If a check is carried out to see if this is so or not, other alternative reports will probably indicate a lower figure,” he stated.

According to the commentator, the problem resides in the qualitative implementation of what is adopted and transposed, especially if we look at the reports coming from European officials, where it is clearly indicated that particular problems became chronic already, such as corruption, the problem in the justice sector or the financial-banking system. “In our country, they transpose quantitatively, but do not implement qualitatively. We must have reports on the functionality of laws so as to see how they work, which are the results, what changes these documents produced,” stated Ion Tăbârţă.

East Europe Foundation development director Andrei Brighidin, a member of the Council on Prevention and Elimination of Discrimination and Ensuring Equality, said in essence, the most important measures aimed at preventing and combating discrimination weren’t implemented, even if a series of imperative measures were undertaken by the Government. The same is true about essential measures concerning the protection of human rights.

Andrei Brighidin noted the authorities must understand that these commitments are actually fundamental, immediate obligations towards the people that cannot be negotiated. The people need these guarantees for a decent living where everyone benefits from equal opportunities and equal protection ensured by law. “If the authorities really support social cohesion, the rule of law and effective respect for the human rights, they must adopt the overdue measures without delay,” he stated.

The Ministry of Foreign Affairs and European Integration on February 7 published the report on the execution of the national action plan for implementing the Association Agreement for 2017-2019. According to the Ministry, the quantitative assessment shows that this was 71.56% executed. The execution level was determined taking into account exclusively the measures stipulated in the action plan, based on the agreed progress indicators.
