Repair delayed on several road segments
The Ministry of Transportation and Road Infrastructure has found that there are delays in the rehabilitation of several segments of national roads. A total of 150 kilometres are undergoing repairs, reports Info-Prim Neo.
The Ministry notes in a communiqué that, according to the contract signed with Italian entrepreneur “Toto Construzioni Generali”, in association with “Taddei Spa”, two segments of the national M2 Chisinau-Soroca road, with a length of 28.3 km, and 15.3km respectively, were to be re-opened for use on November 11, 2012. The Italian entrepreneur, however, asked for an extension of the deadline till November 11, 2012. The argument given was that since the elaboration of the project in 2007 till the beginning of works in 2012 the state of the traffic network worsened significantly, and the amount of work increased as a result. In September, after the levelling layer of asphalt was layered, holes appeared. The State Road Administration requested additional repairs to the expense of the entrepreneur.
The Ministry notes that the deadlines for repairing 16 km of road on the R14 Balti-Sarateni road were also exceeded. In comparison to the situation with the segments rehabilitated by the Italian company, the Romanian SC Pa&Co International Ltd covered completely covered this road segment with a levelling layer of asphalt. According to the work schedule, another 25 days are needed for laying one last layer of asphalt.
In a similar situation is the Spanish Ezentis Infraestructura JSC on its 5km of R14 Balti-Sarateni road. In this case, upon a mutual decision involving the World Bank, the deadline was extended till November 16, 2012. The entrepreneur renovated two bridges, laid 2km of levelling layer of asphalt, and corrected the route.
The Ministry of Transports and Road Infrastructure also informs that the implementation of the contract signed with the Portuguese “Construcoes Gabriel A.S. Couto”, in association with Empresa Construcoes Amandio JSC and Rosas Construtores, for the rehabilitation of a n 8km segment of the national R3 Chisinau-Hancesti road, was supposed to expire on November 11, 2012. The main excavation works for the extension of the driveway, renovation of the bridge, and the laying of asphalt started in April. Until now, a bridge was renovated, and the levelling layer of asphalt has been laid throughout the entire segment stipulated in the contract.
Another entrepreneur, the Austrian Strabag AG company follows the deadline. The entrepreneur was selected on February 6, 2012, for the rehabilitation of 20km of the national M2 Chisinau-Soroca road. The deadline for executing the works is September 6, 2013. The main works,i.e. the milling, plumbing, and laying of asphalt stated in August.
The Ministry of Transports and Road Infrastructure specifies that in case of exceeding the deadlines for the works, the international companies risk penalties of 0.05% of the cost of works for each delay.
