Reorganization of housing sector enterprises into associations of co-owners stagnates

Of the 23 housing sector managing enterprises working in Chisinau, 22 are in the process of becoming insolvent. Even if the Public Amenities Division recommended reorganizing these into associations of condominium co-owners as a long-term measure two years ago, this didn’t happen.

Contacted by IPN, deputy head of the Public Amenities Division Gennady Dubița said the housing sector managing enterprises are in the process of becoming insolvent, but the decision on their liquidation depends on the local public authorities. The division is taken by the manager of the municipal enterprise that is named by court decision. It is not yet known if these plan to liquidate the enterprises or not.

Gennady Dubița noted the most viable solution is for the apartment building dwellers to found associations of condominium co-owners so as to avoid risks if the enterprises are liquidated. Also, the managers are unable to liquidate the enterprise as long as it’s not clear who will take over the management of the block.

The dwellers should assume particular obligations. There is the perception that they undertake additional obligations. But if they do not assume responsibility for the state of the block, the building will ruin. The dwellers now pay 1 leu per square meter, but repair works cannot be executed with this money. Consequently, the apartment owners will incur higher costs.
