The public cleanup service in Chisinau could be extended to all the suburban settlements of the municipality. All private individuals, legal entities or public institutions will have access to the cleanup service only based on a contract for the provision of the service signed by the operator and the user. The draft regulations concerning the organization and functioning of the public cleanup service in the municipality of Chisinau, worked out by the General Public Amenities Division, was proposed for public consultations on February 21, IPN reports.
Officials of the Division said each citizen should be reached, including from the private sector, so that each owner has a contract with the municipal cleanup company “Autosalubritate”. The service should also be extended into the suburbs. In some of the suburban settlements, contracts with “Autosalubritate” started to be signed, but there should be a common municipal service. Many citizens avoid signing a contract with the operator even if they generate waste. A clear mechanism is thus needed to envision the obligation of signing a contract with all the households or there should be imposed penalties.
Attending the consultations, “Autosalubritate” vice director Alexandru Pajura said the responsibilities should be clearly divided so as to ensure en efficient cleanup service. It is not real for a subdivision to provide all the range of cleanup services. It should be decided who is responsible for water collection, who is responsible for sweeping, street washing and de-icing.
In the public consultations, it was agreed to set up a working group that will improve the regulations. This will consist of employees of subdivisions of the local public administration, experts in the field and representatives of civil society.
