“Registru” reorganized into Public Services Agency

The state-run information resources center “Registru” will be reorganized by transformation into the Public Services Agency with the Government acting as a founder. However, the given duty was delegated to the State Chancellery, IPN reports, quoting a Government decision.

The Public Services Agency will absorb the State Registration Chamber, the state-owned enterprise “Cadastru”, which is managed by the Ministry of Justice, and the Civil Status Service, which is managed by the Ministry of Economy.

The reorganization forms part of the public administration reform and meets the commitments undertaken by Moldova through the Association Agreement with the EU.

According to Prime Minister Pavel Filip, the Public Services Agency will help increase the institutional capacities so that the population is provided with modern and high-quality services. Efficiency will increase, while the costs of services will be minimized.

Iurie Ciocan, who was recently named director of the Reform Implementation Center, said the Public Services Agency will be a public institution with financial autonomy, which will work based on revenues collected from the provided services.

The decisions within the Public Services Agency will be taken by a board that will include a representative of civil society, while the operational activity will be managed by a director chosen at a contest.

During three months, until a new methodology for determining tariffs is worked out, the people will pay for services the same tariffs as those that are applied now by the institutions that will be absorbed.
