Refugees without identification papers for years

A group of 16 refugees and beneficiaries of humanitarian protection informed the Helsinki Committee for Human Rights of Moldova (CHDOM) that they do not have identity cards and travel documents, Info-Prim Neo reports. The Committee provided legal assistance to the refugees and filed an application to the Migration and Asylum Office, asking that it hastens the granting of these documents. Teodor Carnat, executive director of the CHDOM, told a news conference on Wednesday that the lack of documents seriously affects the refugees as they are in a permanent state of adaptation. According to the Committee’s jurist Mihai Cebotari, each of the refugees sustains losses ranging from 150,000 to 1,000,000 lei. According to Teodor Carnat, the Refugees Division of the Migration and Asylum Office said that 136,000 euros is needed to issue 4,000 identification papers. Iulian Popov, representative of the Migration and Asylum Office, said that everything is ready from technical and legislative viewpoints, but there is no money. He said that the identity cards for refugees are printed in Germany and will be soon sent to Moldova to be personalized. Under the legislation, the refugees and beneficiaries of humanitarian protection can obtain the necessary documents within 30 days. The refugees say yet that they have been waiting for them since 2003. According to the National Bureau of Statistics, 151 refugees and beneficiaries of humanitarian protection lived in Moldova on January 1, 2008.
