Reforms cannot produce results if power is not decentralized, opinion

The implementation of reforms in Moldova will not produce results if the power is not decentralized, executive director of the Congress of Local Public Authorities of Moldova Viorel Furdui said in the program “Place for dialogue” on the public station Radio Moldova, IPN reports.

According to Furdui, Moldova lags behind the developed countries as regards the decentralization of power. “Our authorities must understand that the people’s problems cannot be solved by giving instructions from the Cabinet. Broad autonomy should be provided to the local public authorities. Namely the local public authorities represent that ring between the people and the power,” he argued.

Viorel Furdui added that Moldova urgently needs a reform in the public administration so as to decentralize this sector, but this reform must be done with maximal prudence. “The Association Agreement with the EU, which contains provisions concerning the public administration, was signed and ratified and should be implemented. The commenced reforms and the reforms that are yet to be implemented in our country cannot produce results without decentralization,” warned Furdui.

The director of the Congress of Local Public Authorities called on the politicians to continue and not to block the few reforms concerning the autonomy of the local public administration started. “There are forces that try to block the reforms aimed at decentralizing power. I urge not interrupting the decentralization process that just started actually. I mean first of all the area of local public finances. It is very important to complete this reform. In Moldova they usually start a multitude of reforms, but usually do not implement them till the end,” said Furdui.
