Referral from family doctor no longer mandatory

Minister of Health Ala Nemerenco signed an order stipulating the rules of annulling the obligation of referral from the family doctor. The order was circulated to all the medical institutions, IPN reports.

According to the minister, the medically insured patients, on medical instructions, will be able to receive free consultations from health specialists at district and municipal levels without referral from the family doctor. The consultations with medical specialists on the referral of family doctors or another health professional will remain free. Admission to district and municipal hospitals will be possible on the referral of the family doctor and the medical specialist.

It is banned collecting payments from insured persons for any consultation or examination stipulated in the common program of mandatory health insurance funds, including when the person goes directly to the medical specialist, in the medical institution that serves the territory in which the person is registered with the family doctor. “The medical institution where you are registered with a family doctor does not have any right to collect payments from you if you have health insurance. The same refers to the inhabitants of the whole district, when they go to medical specialists of the consultative unit of the district center,” noted Ala Nemerenco.

The managers of medical institutions will subcontract the consultative medical services they do not have to other medical institutions and will inform the population when, where and who will provide these services.
