Representatives of three building companies, which earlier today were accused of violating the rights and endangering the safety of children, parents and employees of a private kindergarten situated nearby, deny having committed any abuse. They said the building works were started and are conducted according to rules and they have all the necessary permissive documents. As to the alleged inconveniences, such as noise, they said this is typical of any building site and are temporary in character and end when the works are completed.
In a news conference at IPN, jurist Alexandru Levinschi, who represents the interests of the building companies “Lagmar-Impex” and “Global Construcții”, said the assertions made by those from the kindergarten “Grădina Secretă” (“Secret Garden”) are aimed at manipulating public opinion as things stand differently.
The jurist explained that two interests clashed – of the kindergarten that works on the adjoining lot and of developers. The companies that develop the investment project have the legal right to build. The kindergarten works and the companies do not hamper its activity and do not affect its interests. The works were started with all the necessary permits in hand and valid. The risks invoked by the employees of the kindergarten and the parents are subjective. “The building rules, including the technical ones, are obeyed. If the persons have suspensions, they should use legal methods to see how things stand,” stated Alexandru Levinschi.
Architect Alexandru Sava, who is the manager of the project, said that when the facility was being designed, no building situated nearby had the status of kindergarten. He didn’t find any document showing there was a playground for this kindergarten. All the necessary documents were obtained and they are based on the zonal urbanistic plan approved by the Chisinau Municipal Council in 2014. All the projections were based on aspects related to the development of the whole area.
Doina Calaraș, of “Memphis-Construct”, said the kindergarten is based in a residential building. “The kindergarten does not have enough space against the number of children. Consequently, the fire safety rules cannot be ensured there. Moreover, those from the kindergarten illegally fenced a lot that belongs to the state. “In this connection, I want to note that “Secret Garden” can be closed because it works illegally, not because of someone’s interests as the owners of the kindergarten imply,” stated Doina Calaraș.
She also said that it is a private kindergarten that pursues financial goals and the children who attend it are primarily the children of influential persons.
In a news conference at IPN, representatives of the private kindergarten “Secret Garden” located in Râșcani district of Chisinau complained that multistory buildings started to be erected close to the institution in February and the kindergarten’s activity has been disrupted from the day the works started and the health and safety of children has been in danger. The administration of the kindergarten that has worked for 13 years already said the functionaries of the City Hall choose to close the kindergarten and to send the children home rather than to stop the construction works.
