In Moldova there is a series of problems that create barriers to the public service to fulfill its basic duties and tasks: lack of conduct codes of the public institutions and authorities, imperfection of procedures for working with public, bureaucracy, as well as the cases of not allowed behavior on the part of certain persons that hold public positions. These are the remarks made by the representatives of international organizations, institutions and public local and central authorities, civil society that met on Thursday October 27, at a press conference entitled “Integrity into public service: ethical landmarks”, organized by the Transparency International Moldova and Academy of Public Administration under the President of Moldova. Reports on the activity of the institutions and public authorities and experience gained in public administration were presented during the conference. There were emphasized issues related to the consolidation of the integrity of the institutions and public authorities, observance of democratic principles with a view to accomplishing the main mission – to serve the public interest. The participants in the conference found that Moldova put forth efforts to implement the mechanisms that lay on the basis of a democratic state, especially for delimiting the public authorities’ competences, asserting at the same time that there are reserves in this respect. The representative of “Eurasia” Foundation, Sorin Mereacre welcomed the debate over the issue regarding the promotion of the ethical principals and integrity into public service. According to him, the Foundation’s strategy for the coming years includes the support of the cooperation between the civil society and public administration, firstly in combating corruption, free and fair elections etc. A new program of the Council of Europe, European Commission, the Swiss Agency for International Cooperation and of the other foreign founders that wish to help Moldova in implementing the national Strategy for combating Corruption, was recently announced. Interim mayor of Chisinau Vasile Ursu mentioned the creation of the population Documentation Center as a mechanism for fighting against corruption in the local administration. According to him, the City Hall has excluded the citizen’s contact with the public functionary, “annihilated intermediaries from the City Hall that facilitated the issuing of different documents for money”. Ursu added that he personally announces the Center for Combating Economic Crimes and Corruption in case he finds about illegalities committed by the public functionaries. At the same time, Ursu said that, though the City Hall opened a hotline where the capital’s residents can claim the cases of corruption in the local administration, the citizens do not use this service. According to him, a cause would be the fact that the population do not trust that the authorities will take measures against the corrupt functionaries. The imperfections of the legislation regarding the settlement of the special subject of the corruption offences, application of the symbolic punishments for the corruption offences committed by the public functionaries, lack of the ministerial responsibility, difficult implementation of the Law on access to information, uncompetitive salary of the public authorities etc. were also elucidated at the conference.
