Public servants to be trained within EU-funded project

A number of 200 public servants will be trained by specialists from Lithuania in modernizing the public service in accordance with the European practices within a EU-funded two-year twinning project with a budget of €1.2 million, IPN reports.

The project is implemented by the Office of the Government of Lithuania and the State Chancellery of Moldova. In the project launch ceremony, deputy secretary general of the State Chancellery Roman Cazan said this project is welcome as it comes to support the public service reform in Moldova, as a component part of the public administration reform, being a reform stipulated in the Association Agreement with the EU.

The implementation of the information system Register of Public Posts and Public Servants is a priority for this year. Another priority is to designate the state secretaries. Until now state secretaries have been named at only a part of the ministries.

“The reformation and modernization of the public post derived from the internal necessities of the public service, the political commitments undertaken by the country and the European administration principles that we want to implement in our public service. Adopting legislation on the public service is not enough for having efficient management in this field. It is much more important for the legal norms to be correctly and uniformly implemented and we thus must have professional public servants,” stated Roman Cazan.

Head of the Operations Section of the EU Delegation to Moldova Aneil Singh said it is essential for Moldova to have a motivated and professional public service and for the new employees to feel respected and be remunerated based on merit. “The project includes training in the area of integrity, which will help fight corruption and ensure the principles of non-discrimination and functioning based on the best European practices. It is important that the posts of state secretary should be occupied as soon as possible and that services of a high quality be provided for the people,” stated Aneil Singh.

Lithuania’s Ambassador to Moldova Rimantas Latakas said Lithuania’s public service has the highest compliance level in the EU and the country is ready to share its experience with Moldova. He reiterated his country’s support for Moldova’s European integration efforts and voiced hope that Moldova will fully use the possibilities offered by the twinning project to improve its public service.
