The increase in the role of the Chambers of Trade and Industry in the development of the public-private partnership and creation of favorable conditions for such partnerships in the Commonwealth of Independent States are discussed in a two-day forum held in Chisinau. The event was organized by Moldova's Chamber of Trade and Industry (CTI), Info-Prim Neo reports. Deputy Prime Minister and Minister of Economy Valeriu Lazar said in the forum that Moldova, unlike other CIS member states, worked out and promoted a law on public-private partnerships and is considering launching projects based on such partnerships in the energy sector, road building, healthcare. This mechanism offers the local public authorities more opportunities, especially in reforming the communal services. The head of Moldova's CTI Gheorghe Cucu stressed the necessity of improving the legislation, especially the methods of implementing public-private partnership projects, so that the partners equally share the benefits and risks. According to Valery Serov, the head of Russia's Chamber of Trade and Industry, there should be created a common database on public-private partnerships so as to facilitate economic integration. Vladimir Varnavski, a member of the board of experts on public-private partnership of the Russian Ministry of Transport, said such partnership offer advantages to the state, as they help avoid privatization, and to the private partner. If the partner is a small or medium-sized company, an important public-private partnership project contributes to its modernization. The participants in the forum said the public-private partnerships will be more efficient and sustainable if the initiative to create them comes from the private partner, not the state, while the Chambers of Trade and Industry play an important role in identifying viable business partners.
