The public institutions in Chisinau, including kindergartens, schools and hospitals, will start to be thermally insulated next year. On December 6, the municipality signed a lending contact with the EBRD for financing the project “Energy efficiency and thermal insulation of public buildings in Chisinau municipality”, IPN reports.
Mayor of Chisinau Dorin Chirtoaca said the total value of the project at the first stage is of €25 million. Of this sum, €20 million represents the loan from the EBRD and EIB, while €5 million is a grant.
The mayor noted that the feasibility study is to be completed and the bidding to choose the companies that will carry out insulation works will be held at the beginning of 2017. A number of 22 public intuitions will be selected at the first stage. The high heat consumption is the main criteria for choosing buildings. Thus, there will be selected such large institutions as the Hospital “Saint Trinity” and the Theoretical Lyceum “Mihai Berezovski”.
Dorin Chirtoaca said that besides thermal insulation works, there will also be repaired the roofs and engineering networks and replaced the windows. After public institutions, the housing sector will also be insulated. The dwellers’ contribution to these works will be decided when the feasibility study is over. An organizational form will be later agreed by which the dwellers will give their consent to declare their contribution.
The mayor estimated that the façade of the city and the content of buildings will change in 25 years.
The conditions in which the loan will be provided – the repayment period and interest rate – are being negotiated.
