Public functionaries could be entitled to social homes

Public functionaries could be included in the list of categories that benefit from social dwellings. The issue was discussed by the surveillance committee of the unit for the implementation of the project to build homes for socially deprived groups II, IPN reports.

The Ministry of Agriculture, Rural Development and Environment will request the Council of Europe Development Bank to carry out a feasibility study for initiating the third stage of the project to build homes for Moldovans with low incomes. “We will suggest considering potential beneficiaries’ incomes as a key condition, without imposing an age limit or taking into account the post held as statistics show that the budget-funded employees can be included in the list,” stated Minister Vasile Batca.

In Moldova, social dwellings are erected with the assistance of the Council of Europe Development Bank, which offers Moldova a loan repayable in 20 years. The total cost of the second phase of the project is €20.4 million, which includes Moldova’s contribution of about €7 million.

The social homes are intended for families with many children, young specialists working in budget-funded institutions, persons with disabilities and others. The families where one of the members owns land intended for housing construction or a dwelling or benefitted from a preferential home loan from the state cannot apply for social homes.

The provided apartments are outfitted with toilet equipment, stove, autonomous heating systems, thermopane windows, painted walls and ceilings, laminated floor, etc.

About 700 social dwellings are to be built by the end of 2018.
