Public discussion on local autonomy and fiscal decentralization to be held in Chisinau
The Fiscal Decentralization Coalition together with the Ministry of Local Public Administration of the Republic of Moldova organizes a public discussion entitled “The conceptual and legal frameworks of the local autonomy and fiscal decentralization in Republic of Moldova”. The event will take place within the “Fiscal decentralization: from recommendations to implementation” project, financed by the Soros Moldova Foundation.
According to the organizers, the goal of the discussion is to involve researchers, experts and representatives of the academic circles in the field of local public administration. This discussion will also be attended by members of the Fiscal Decentralization Coalition, which signed in the National Forum a Memorandum for the consolidation of the local public autonomy in Moldova.
The concept of the Strategy for fiscal decentralization in Moldova, planned for 2007-2010, will be presented in these discussions, debates will be held on the draft laws regarding the local public administration, on the Law regarding administrative decentralization and on the Law regarding the modification of certain legislative documents. Also the results of the LGI/OSI Budapest – Ministry of Finances’ assistance project, entitled “Reform of the inter-budgetary transfer system in Moldova” and the perspectives of its implementation will be presented.
The debates will be held in order to find solutions to the shortcomings found by the Coalition’s experts, followed by possible improvements, especially in problems of limitation of competency transfer, fiscal decentralization techniques, the direct inter-budgetary transfer mechanism etc.
The event will take place on Monday, November 13, 2006, starting at 12.30 in the Government meeting hall.
