Public broadcaster should enjoy privileges when applying for frequencies, BCC
The public broadcaster should not apply for frequencies in the same conditions as the private broadcasters. According to members of the Broadcasting Coordination Council (BCC), the public broadcaster should be granted the best frequencies outside contest.
BCC chairman Marian Pocaznoi has told Info-Prim Neo that the Broadcasting Code now gives equal chances to the public broadcaster and the private broadcasters, i.e. the frequencies are distributed on a contest basis. He said that it would be right for the public broadcaster to be provided with frequencies outside contest and to be supported financially by the state. For this to happen, the Broadcasting Code must be amended and the public broadcaster should put forward an initiative to this effect.
“A very interesting situation is created. All those taking part in the contest of frequencies enjoy equal chances, but the responsibility of the public broadcaster is greater and the requirements towards it are stricter,” said BCC member Mariana Onceanu-Hadarca. A public broadcaster is obliged to provide informative, educative and recreational program services and thus should be given a better frequency.
Council member Corneliu Mihalache stated that the public broadcaster should enjoy preferential treatment. “I think a special network should be allotted for the public broadcaster so that it does not take part in contests of frequencies,” he said.
