Prosecutor’s Office accused of inaction in case of construction from Mateevici St

Roman Guneavyi, expert in development, accuses representatives of the Prosecutor’s Office of not taking action in the case of the erecting of a multistory apartment building at 109/2 Mateevici St in Chisinau. According to him, the Agency for Technical Surveillance identified a number of irregularities that confirm the illegality of the construction, but nothing has been done to hold the persons who committed the illegalities accountable. The Ministry of Culture also didn’t react to this case.

“The Prosecutor’s Office didn’t again identity any illegality on the part of functionaries who issued visibly illegal permissive documents,” Roman Guneavyi stated in a news conference staged by IPN.

According to the expert, the prosecutors made an approach to the Agency for Technical Surveillance, asking this to gauge the extent of the damage. “So, if we do not have an assessment of the done damage, there is no violation of the law. This is what results from the approach made by the Prosecutor’s Office,” said Roman Guneavyi.

He addressed the President and the Premier, saying there are a number of proposals for improving the situation of cultural and historic heritage. First of all, an audit of the historic monuments in the historic center of Chisinau should be conducted so as to identify all the committed irregularities and the permissive documents issued so far should be thoroughly examined.

The expert also referred to such old promises as the relocation of the Bus Station and of the Central Market. He said that these promises are not delivered because the persons who earn money there are interesting in keeping these facilities.

In another development, Roman Guneavyi said the Chisinau Municipal Council approved the temporary local urban planning regulations by its decision of 2021 based on the Ministry of Culture’s appraisal. But this appraisal wasn’t published on the institution’s website. In reality, this appraisal contained three important moments that the Chisinau City Hall overlooked. This is the reason why the local public administration avoided publishing the given appraisal. Moreover, representatives of the Ministry of Culture had also kept silent about this situation for over a year.

Roman Guneavyi noted that it was weird when the Chisinau City Hall in September 2021 asked the Ministry of Culture to annul 28 assessments. This hasn’t been done yet. In response, the Ministry said that the given application got lost. Among the assessments that were to be annulled on grounds of illegality was the one concerning the construction situated on Mateevici St in the capital city.
