The proposals for reforming the prosecutor’s office are revolutionary, Prosecutor General Valeriu Zubco said in the second debate meeting themed “Reform of Justice” on May 27, Info-Prim Neo reports. “The submitted proposals are innovatory indeed. They will be discussed so that we formulate a joint position,” said Valeriu Zubco. One of the proposals of the working group is to amend the procedure for examining the applications and taking legal action. Ruslan Popov, head of the Prosecution and Methodical Assistance Division of the Prosecutor General’s Office, said the investigation should start immediately, not after an order is made, as now. Another suggestion is to modify the procedure for examining the information about the offenses committed by the President of the country, Head of Parliament, Prime Minister, the presidents of the Constitutional Court and the Supreme Court of Justice. The working group proposed that the immunity of the officials should be lifted when the investigation is started. The notifications and other information about the offenses committed by the prosecutor general may be transmitted to the Supreme Council of Prosecutors, which will designate the prosecutor who will conduct the investigation. The working group also proposed ensuring the prosecutor’s independence as regards the hierarchic internal and judicial inspection during prosecution. This means that the inferior prosecutors will no more need to confirm the approval of the documents issued by them. The working group submitted 26 proposals that are designed to ensure the efficient investigation of the offenses and holding of trials in accordance with the international standards. The second round of debates “Reform of Justice” was organized by the Prosecutor General’s Office in cooperation with the Norwegian Mission of Experts of Rule of Law Advisers to Moldova. The working group includes representatives of civil society and foreign experts. The first debate meeting took place at the National Justice Institute on March 25. The number of rounds depends on the agreements that will be reached.
